Leading on from the previous theory, it would be logical for Mr Burns to know who his most incompetent employee is, however another theory suggests that this is deliberate.
Homer is incapable of reporting Mr Burns to the authorities for the numerous safety violations and cost cutting measures shown throughout the Simpsons. A good safety inspector would jeopardise Burns’ desire to run the plant at the lowest possible cost.
